This is meant to be and add-on pack and is not standalone.
If you do not have the following packs then very few of the sounds will work for you:
UltraMonkey
Ez
Verge (his music code is included)

To install put the .vol file in your Tribes/base/voices folder
and put the Ultra Monkey.cs file in your Tribes/config folder

and the following line to your autoexec:
exec("Ultra Monkey.cs");
